    Job Summary:

    This position is in the Systems Oversight Division, Bureau of Global Talent Management Executive Office (GTM/EX/SOD). The Communications, Learning and Development Team (CLD) is responsible for developing a broad range of communication strategies and training aids in support of the agency's Integrated Personnel Management System (IPMS) program (domestic and overseas). This includes developing and maintaining tutorials and other training aids to be used by employees; conducting training, and other outreach related to current and planned information technology projects.

    The Training Developer/Consultant participates in the analysis of training needs, generation of ideas, and development and implementation of instructor-led, virtual, and computer-based training (CBT), manuals, simulations, user guides, job aids, FAQ documents, Webcast, Webinars, and other web-based tools. This role is responsible for developing all training/course content for their assigned portfolio. The trainer must have a consultative skill set and collaborative working style. The work requires the individual to be highly adaptable to change, work within tight timelines, and work collaboratively with multiple stakeholder groups.

    Responsibilities

    Job Responsibilities:

    • Responsible for a training portfolio of applications and provide training and organizational change management support for those applications.

    • Work with application SMEs, Training Lead, developers, and leadership to identify training needs.

    • Contributes to all phases of projects using the Analysis, Design, Development, Implementation, and Evaluation (ADDIE) model and methodology.

    • Conducts training needs analysis for each application, including functions, audience, roles and skills, training infrastructure and timing.

    • Design, develop, and deliver a variety of training materials as needed, including Instructor-Led Training (ILT), virtual, CBT, web-based training tools, user guides and job aids. Document and report process workflows.

    • Evaluate collateral and delivery methods through pre and post course needs/gap analysis; develop measures of success for training and training materials.Analyze assessment and evaluation results to recommend design/development improvements.

    • Participate in the change management process, ensuring alignment of all training collateral with overarching OCM goals and processes.

    Qualifications

    Minimum Qualifications:

    • 4+ years professional training and facilitation experience ( Required ).

    • Bachelor's Degree in: Training & Development, Education, Business Administration, Communications, Human Resources, or related area ( Required ).

    • Proficiency with Microsoft O365, Word, Excel, PowerPoint, and SharePoint applications ( Required ).

    • 3-5+ years' experience with rapid development tools such as, Captivate, Storyline, Oracle User Productivity Kit, etc. ( Required )

    Desired Qualifications:

    • Experience with Oracle PeopleSoft or ServiceNow Applications.

    • Experience withHR Software.

    • Excellent written and interpersonal communication skills, including technical writing ability.

    • Keen understanding of end-user needs; ability to communicate effectively with all internal stakeholders; ability to work well in a team atmosphere.

    Posted Salary Range

    110,000-115,000
