  • Amentum is seeking a Subcontractor Administrator III to support our National Security, Intelligence Business Line. This is a remote position, however, requires flexibility in working hours to accommodate our OCONUS program. The selected candidate must be comfortable working in a dynamic and high-energy environment and be capable of simultaneously managing multiple projects with demanding schedules. The successful candidate will possess a robust understanding of compliance with Federal Acquisition Regulations (FAR) and have the ability to build and maintain a procurement file that demonstrates compliance with corporate requirements.

    The SCA III will regularly interact with suppliers, internal customers, and management regarding complex requirements and issue resolution. The ability to work independently with minimal oversight and maintain a high level of customer satisfaction while managing multiple high-level priorities is essential. Primary responsibilities include cradle to grave administration of subcontract files, administration of construction subcontracts, implementation of blanket service/purchasing agreements, and timely invoice processing.

    The SCA III must be able to develop, negotiate and administer subcontracts of moderate to high dollar value, risk, and complexity, consistent with AMENTUM procurement policy and customer requirements. The candidate must be able to create solicitations consistent with the complexity of the requirements of the Prime contract. The SCA III must possess the ability to analyze supplier proposals with respect to Terms and Conditions, appropriate FAR clause flow-downs, proposed price/cost, schedule, and coordination of the technical review as it relates to the specifications/statement of work. The ability to represent the global supply chain organization as a member of a program management team is essential to the success of this position. Regularly provide education and counsel to non-procurement personnel regarding Subcontract and Procurement related issues for a better understanding of risk and requirements.

    Responsibilities:

    Under very little supervision, the SCA III will be responsible for preparation and administration of subcontracts, task orders and subsequent amendments consistent with client requirements, government regulations and procurement policies/procedures. Tasks include but are not limited to:

    • Negotiation of terms and conditions, analyses of price and creation of the subcontract document.

    • Working on assignments that are of high complexity where analysis of routine and non-routine data is required. Typically works on subcontract activities valued up to $1,000,000. May be assigned higher value tasks with oversight from more senior level staff. This will require a high degree of independent judgment in selecting methods and techniques for developing solutions which will require a significant degree of analytical ability to understand and interpret complex data and solve complex problems.

    • Participating in teaming arrangements and strategic marketing alliances between company and outside sources.

    • Reviewing client solicitations and provides recommendations regarding outsourcing requirements to business management proposal team.

    • Understanding and applying applicable subcontract standards, procedures and policies.

    • Preparing and disseminating information regarding subcontract status, compliance, modification, deviation, negotiation and termination.

    • Reviewing peer subcontracts for accuracy and compliance, as well as to resolve issues affecting subcontract performance; ensuring subcontractor compliance with legal requirements, company policies, and customer objectives; consulting with Amentum operational and senior management staff to resolve matters of concern between Amentum and subcontractors and/or vendors on active contracts.

    • Regularly interacts with other functional peer groups such as Contracts, suppliers as well as both internal and external clients.

    Qualifications:

    • Bachelor's degree in Business Administration or related field, or equivalent experience.

    • Seven or more (7+) years of related experience in subcontracts or government procurement environment.

    • A combination of education and experience may be considered to satisfy the above qualifications.

    • Experience working in an approved contractor purchasing system environment is preferred

    • Experience managing OCONUS subcontractors preferred.

    • Must be able to organize and prioritize multiple projects of competing priority and varying scope.

    • Must have the ability to work within very strict timelines while maintaining the integrity of the procurement activity.

    • Proficiency in Microsoft Office (Excel, Word, and PowerPoint)

    • Experienced working in ERP systems and data entry and analysis. Costpoint experience is highly desired.

    • Demonstrated experience in drafting, effective writing is required.

    • Ability to travel if needed

    • Proficiency in speaking and writing in Spanish desired.

    • Ability to obtain/maintain TS/SCI or higher Active US Government Security Clearance Preferred
