    Function of the Position:

    The Subcontracts Specialist provides subcontracts support for new business activities. Additionally, he/she is responsible for drafting and finalizing any resultant subcontracts and/or sub-award agreements.

    Roles and Responsibilities:

    The position will be responsible for supporting the Associate Director, Subcontracts in performing the following tasks:

    Pre-award:

    Be the liaison between proposal team members, contracts teams, and institutional or local partners for teaming, compliance, and cost negotiations. Review and facilitate execution of pre-teaming and teaming agreements and confidentiality agreements for proposed teaming partners. Be responsible for coordinating and supporting institutional and local partners in delivering the agreed upon budget as well as all the required documentation, including reps and certs, employees' bio data, financial documentation, etc. Negotiate subcontract types with proposed teaming partners, review partners' budget inputs and documentation for accuracy and completeness and document cost/price reasonableness analysis; ensure that all the subcontracting arrangements are compliant with the CPSR documentation standards. Prepare subcontract consent requests; any required source/nationality or subcontract personnel waivers for proposal submission. Prepare DAI's Subcontracting Plan for proposal submission with proposal team's input when required. Assure compliance with appropriate donor regulations and DAI policies and procedures. Perform necessary due diligence regarding subcontractor responsibility and to ensure compliance with applicable U.S. Government regulations. Be the main Point of Contact for internal DAI clients, providing routine counsel regarding teaming arrangements, CAs, and subcontracting best practices.

    Post-award:

    Draft, issue, and finalize initial subcontracts and sub-award agreements after contract award. Provide assistance and guidance on achieving small-business subcontracting goals, when required. Support DAI's bi-annual subcontract reporting process as required. Attend small-business subcontracting outreach events. After award, enter all relevant subcontract in DAI's customer relationship management systems.

    Perform more independently, take initiative and provide creative solutions to complex problems. Work with senior representatives from other departments on company-wide initiatives and issues.

    Additional responsibilities may be assigned as business needs evolve.

    Minimum Qualifications

    • P3: Bachelor's degree and two years of professional work experience, (one year professional work experience with a Masters degree).

    • P4: Bachelor's degree and four years of professional work experience (two years professional work experience with a Master's degree).

    • Experience with USAID acquisition process.

    • Ability to multitask.

    • Strong written and oral communication skills, with the ability to communicate clearly and professionally with internal clients and external clients.

    • Able and willing to adjust work schedule, if needed, to support teams located in different time zones/countries.

    • Ability to work effectively within a culturally diverse environment.

    • Authorized to work in the United States.

    Preferred Qualifications:

    • Self-motivated, entrepreneurial, results-oriented, and customer service-minded.

    • Experience participating in contract creation and/or administration, preferably in an international environment.

    • Demonstrated experience negotiating with subcontractors at all levels.

    • Ability to prepare budgets of medium complexity.

    • Knowledge of Federal Acquisition Regulations (FAR) and AIDAR.

    • Experience with working in Oracle systems, MS Office Suite and Adobe Acrobat.

    • Experience with working with USAID/OTI/CDC contracts, cooperative agreements and grants

    • Working knowledge of CPFF, T&M, FFP, and IDIQ contracts

    • Able to build and maintain excellent working relationships with staff at all levels of the organization and external clients from diverse backgrounds.

    • Able and willing to adjust work schedule, if needed, to support teams located in different time zones/countries.

    • Authorized to work in the United States.

    Compensation & Benefits :

    For P3: For employees working the United States, the full-time equivalent annual base salary for this position is expected to be between $62,455 to $67,966.

    For P4: For employees working the United States, the full-time equivalent annual base salary for this position is expected to be between $70,262 to $76,462.

    Salary for part-time employees will be prorated based on actual hours worked. Actual offers will be based on several factors including, but not limited to, qualifications, relevant education, experience, skills, seniority, performance, and business or organizational needs.

    Eligible U.S. based employees will be able to enroll in medical, dental and vision insurance, plus a 401(k)-retirement plan with a company match. Additionally, employees will be eligible for company-paid annual leave (vacation & holidays), sick leave, and parental leave, as well as short- and long-term disability coverage. Detailed information will be provided at the time a formal offer is extended.

    For employees working outside of the United States, compensation and benefits will vary based on location.
