    Kiliuda, a subsidiary of Three Saints Bay, LLC, and a Federal Government Contractor industry leader, is seeking a Construction and A&E Acquisition Support / Contract/Acquisition Specialist/Administrator V to serve as a contract specialist supporting the Great Plains regional office (GPRO).

    Position Responsibilities:

    • Serve as the primary technical and managerial interface between the Contractor and Contracting Officer (CO) and the Contracting Officer's Representative (COR). Will have full authority to act on all contract matters relating to daily operations.

    • Must be available during normal duty hours, as specified herein, and to meet with Government personnel within 24 hours of a request.

    • Function as the senior advisor/support specialist for the Government's Construction Acquisition Team Lead, meet with the CO/COR as necessary to maintain satisfactory performance and to resolve other issues pertaining to Government/Contractor procedures. At these meetings, a mutual effort will be made to resolve any and all problems identified.

    • Cost/Price Analysis Support - Lease Agreements

    • Provide analysis, evaluation, advice, recommendations, drafting and document support for cost/price analysis of market research and fair/reasonable determine of lease agreement. These leases are non-traditional leases with Tribal Governments that are issued under Public Law 93-638 Indian Self-Determination and Education Assistance Act (ISDEAA), as Amended, 25 CFR Part 900, Subpart H, Section 900.70. Evaluate reports for feasibility and appropriate methods when determining pricing and best value rate to the US Government.

    • Provide all necessary support, by working with AS/IA, BIA, and BIE and other Government customers, in a team environment, to review and provide sound advice on lease agreements with the focus, but not limited to market research, fair and reasonable price determinations and cost/price analysis. Provide all encompassing guidance and advice on lease agreements, focusing mainly on but not limited to Independent Government Costs Estimates (IGCE), Market Research, industry/market rates and trends, and price fair and reasonableness determinations. Coordinate with their client agencies on all requirements as necessary. Develop and use a system to accurately track and maintain information on Taskers and Requests for Information, keep track of and remind customers of suspense dates, and coordinate with customers for current information to update status.

    Requirements support includes, but not limited to:

    • Market Research Report. Analyze available data such as contractors past performance; costs of previous procurements/leases; and/or standards and other techniques in producing like or similar items. Forecast price trends, economic factors, and efficiencies in production for future option year using analytical techniques. Outputs: Develops Market Research Report and Independent Government Cost Estimates

    • Cost/Price Analysis. Assists in the evaluation of cost estimates prepared by industry to support selection of the industry sources(s), as well as selection of the configuration and program plan to be committed to development and/or other management decision. Documents the evaluation in price analysis report as requested. Participate as an advisor in conducting negotiations of lease agreement, final rates, and cost impacts as requested and prepares the report for review and signature by the agreements officer. Outputs: Draft pre-negotiation memo, cost/price analysis report, fair and reasonable determine.

    • Provide Requirements Documentation and Support for Cradle-to-Grave Acquisitions Support Services

    • Construction and A&E Services: Provide advice, recommendations, drafting and document support to multiple offices in all areas of the acquisitions, program management and requirements development with a focus on Construction and A&E Services. Provide all necessary support, by working with BIA, BIE and AS/IA and other Government customers, in a team environment, to review draft documents and assist customers to the extent necessary to produce executable acquisition strategies, contractible requirements, Statements of Work, and sound Independent Government Costs Estimates (IGCE). Coordinate with their client agencies on all requirement support services. Develop and use a system to accurately track and maintain information on Taskers and Requests for Information, keep track of and remind customers of suspense's, and coordinate with customers for current information to update status.

    Requirements support includes, but not limited to:

    • Statements of Work/Specifications/Requirements Documents. Assist in development and preparation of pre- award Statements of Work (SOW), Statements of Objective (SOO) and other requirements documents. This effort includes assisting program offices in researching and drafting specifications and standards, including Performance-based Work Statements (PWS); developing performance measures, providing consultation and recommendations; and coordinating requirements documents. Prepare pre-award documents such as Determinations and Findings (D&F), Single Source Determinations, Limited Source Determinations, and Justifications for Other Than Full and Open Competition (JOFOC) and other necessary contract file documents. All final decisions will be made by appropriate Government personnel. Guide the customer through the evaluation process and prepare written documentation to support either informal or formal evaluation procedures. Guide the evaluators with guidance from the CO to identify pre-negotiation objectives and assist the CO with discussions with offerors. Outputs: SOWs; SOOs; PWSs; and related pre-award documents.

    • Acquisition Strategy Support. Provide advice and recommendations for all elements in acquisition plans, including approaches, options, strategies, risks, contracting methods, competition, sources, cost, milestone schedule, etc. Research existing Government- wide contracts for available products and services. Evaluate different approaches to and sources for acquisition support. Research available suppliers and compare the services and costs of obtaining support from the different providers. Assist with Economy Act applicability determinations. Outputs: Written acquisition plans; Economy Act documentation. · Independent Government Cost Estimates (IGCE). Assist the program offices in preparing IGCEs. Such assistance may include and is not limited to, research and analysis of past purchases of similar products or services, current market value of the products or services, other agency purchases of similar products and services. Outputs: IGCEs.

    • Market Research and Market Surveys. Assist in conducting market research to identify potential sources and contract vehicles. Potential sources should include socio-economic program participants (i.e., ISBEE, IEE, small businesses, small and disadvantaged businesses, HUB Zone businesses). Potential vehicles should include GSA Schedule vendors, Government-wide Agency Contracts, and other agency contracts. Conduct market surveys and prepare written documentation of market research. Support program offices in documenting small business capability analysis. Prepare ~~~ and other electronic posting announcements.

    • Contract Administration. Assist the contracting office with contract award/administration, from providing guidance to customer, recommending contract modification, and draft modification documents and any duties as required to provide excellent contract administration support. Output: Contract/Grants Support and Administration; draft system modification and revise administration requirements

    • Automated Systems Support. Plan, deploy, upload, and maintain business systems, including FBMS support and intranet, SharePoint, and internet sites. Provide expert advice to users on DOI-wide electronic acquisition systems. Collect and analyze acquisition data, including FPDS-NG contract reporting data. Outputs: Deployment plans. Generated Purchase Request. User guides.

    POSITION REQUIREMENTS:

    • Must be able to pass a pre-employment background check

    • Minimum of 3 years' experience in government acquisitions; specifically in the fields of A&E and/or Construction.

    • Must be able to utilize and be knowledgeable of the Federal Acquisition Regulation (FAR) and Agency Supplement (DIAR).

    • Must have experience with all phases of construction contracting, to include but not be limited to preparing solicitations, award/administer of contracts/orders, terminations/closeouts, etc.

    • Must also have experience with PRISM, the contract-writing system IA personnel use to perform acquisition-specific functions (preparing solicitations, award/administer of contracts/orders, terminations/closeouts, etc.).

    • Must have significant experience with IA systems and processes; specifically, the Financial and Business Management System (FBMS) and the contract writing system embedded within (PRISM)
