    Job Description

    • Assist in the planning, logistics estimates, concepts of support and coordination with Army and Joint Service Component Commands and subordinate headquarters.

    • Use military support plans developed across the operational area and advise on solution for base life support, transportation, engineering, and service-based contracts to mitigate the gap between military capability and that which is needed for full sustainment support.

    • Analyze contractor performance and make recommendation for revisions as contracts and/or contract requirements proceed through the acquisition life cycle.

    • Provide advice regarding contract strategies to best accomplish the project and/or requirements acquisition plan.

    • Provide support to any contract management issue to the point of completions. Generate a report outlining all current problems, what is being done to resolve it, and all issues resolved each week.

    • Review all orders, policies, etc., for OCS interests and disseminate as appropriate.

    • Assist with maintaining ASCC (in regards to Contracting Policy) and OCS policy, operational guidance, SOPs, documents, and higher command OCS policies.

    • Assist requiring activity with the development, review, and revision of the contract performance work statements PWS and advise military superiors in analysis of theater requirements.

    • Assist in establishing and maintaining USARPAC Area of Responsibility (AOR) OCS Common Operating Picture which provides the USARPAC Commander and subordinate commanders a picture of how much money is spent on and/or requirements, the number of contracts supporting a various locations or countries, and the number of contractors supporting contracts by location or country.

    • Liaise with USINDOPACOM, subordinate units and government agencies to integrate contract requirements into an overall contractor concept of support for the USINDOPACOM/ operational AOR. Participate in workgroups, boards, and committees to recommend contract efficiencies as it pertains to use in future operations.

    • Participate in OCS Integration cells to align contract capabilities into a seamless support plan for current operations at operational locations to include remote operational locations.

    • Travel to emerging locations as needed to determine the scope of work required and shall assist requiring activity with developing performance work statements for base life support, transportation, services, and essential services contracts as required.

    • Participate in Requirement Review Boards and packet assembly by ensuring the accuracy and completeness of contract submissions and participate in pre-submission analysis to ensure contract submissions are not duplicative to existing contracts.

    • Review contractor personnel management policies and procedures to ensure 100% compliance with U.S. Statutes and DOD policy and directives.

    • Assist with contract management of contracts awarded within USARPAC/operational AOR required in all operational phases - Shape, Deter, Seize the Initiative, Dominate, Stabilize and Enable Civil Authority as well as other USG departments and agencies and multinational partners.

    • Provide recommendations to leadership in alternative acquisition strategies when contracted support shall be required to ensure that adequate resources are available to achieve operations goals.

    • Ensure relevant and current OCS events are included in Title 10 exercises and participate in exercise planning conferences, develop OCS Master Sequence Event Lists (MSELs), and maintains AOR specific OCS lessons learned.

    • Advise and brief senior leaders on Operational Contracting Support (OCS) equities in support of OPLANs and CONPLANs.

    • Sign a non-disclosure to work on CRRB packets.
