    The Role

    Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Creates cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.

    Responsible for the direct management of pricing staff and providing objective-oriented direction utilizing policies and procedures. Makes decisions that support accomplishment of discipline objectives. Oversees projects and team tasks and assists with solving technical or operational problems. Ensures that projects are completed on or ahead of schedule and within budget. Accomplishes results through lower-level subordinates and other supporting organizations. Frequent contacts with internal personnel and outside customer representatives at various management levels and functional areas concerning operations and specific phases of projects or contracts. Conducts briefings and participates in technical meetings.

    Must Have

    Bachelor's Degree and 6 years of applicable, progressive professional and/or supervisory work experience; Master's Degree and 4 years of relevant experience

    One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

    • NNS Apprentice School graduate

    • Navy Nuclear Power School (NNPS) graduate

    • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

    • Military Paygrade E-5 or above military experience

    • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

    • High School/GED and 8 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant non-exempt experience

    Nice to Haves

    Experience with pricing Navy contracts.

    Coordinating complex competitive and non-competitive proposals in accordance with the FAR.

    Leading teams toward multiple project completions simultaneously.

    Excellent planning, communication and problem solving skills.
