    The Medicaid Program Implementation Lead (Project Management Lead) manages all aspects of a project, from start to finish, so that it is completed on time and within budget. The Project Management Lead works on problems of diverse scope and complexity ranging from moderate to substantial.

    Responsibilities

    • Manages a portfolio of complex initiatives that span one or multiple lines of business.

    • Provides on-site leadership for project team by building and motivating team members to meet project goals, adhering to their responsibilities and project milestones.

    • Full project life cycle ownership: successful project delivery will include full implementation from New Medicaid Business Development to deployment.

    • Manages all aspects of multiple related projects to ensure the overall program is aligned to and directly supports the achievement of strategic objectives.

    • Reports on project success criteria results, metrics, test and deployment management activities

    • Works creatively and analytically in a problem-solving environment demonstrating teamwork, innovation and excellence.

    • Participates in establishing practices, templates, policies, tools and partnerships to expand and mature these capabilities for the organization.

    • Prepares estimates and detailed project plan for all phases of the project.

    • Procures adequate resources to achieve project objectives in planned timeframes.

    • Manages the day-to-day project activities and resources and chairs the project management team meetings.

    • Provides status reporting regarding project milestones, deliverable, dependencies, risks and issues, communicating across leadership.

    • Understands interdependencies between technology, operations and business needs

    • Demonstrates a functional acumen to support how solutions will address client goals while maintaining alignment with industry best practices.

    • Manages project scope and changes.

    • Participates and/or drive feasibility studies, vendor selections and proposals for evaluation by appropriate key stakeholders.

    • Acts as an internal quality control check for the project.

    • Manages ongoing quality control and participate in quality issue resolution.

    • Assists in dispute, negotiation, arbitration or litigation, as needed.

    • Supports formal/informal schedules to manage the engagement contract.

    • Defines the Statement of Work and Specifications for the requested goods and services.

    • Develops and manage all aspects of project and program engagement from planning, external vendor relationships, communications, resources, budget, change, risks and issues.

    • Sets and continually manages project and program expectations while delegating and managing deliverable with team members and stakeholders.

    • Delegates tasks and responsibilities to appropriate personnel.

    • Monitors, track and control outcomes to resolve issues, conflicts, dependencies and critical path deliverables.

    • Develops and deliver progress reports, proposals, requirements documentation and presentations to various audiences, including project team, sponsors, CIO and key stakeholders.

    • Determines the frequency and content of status reports from the project and program team, analyze results and troubleshoot problem areas.

    • Defines success criteria and disseminate them to involved parties throughout project and program life cycle.

    • Identifies and develop trusted adviser relationship with project and program stakeholders, sponsors and Business and IT stakeholders.

    Required Qualifications

    • Bachelor's Degree or equivalent experience.

    • Five (5) or more years of technical and/or business project management experience.

    • Must have a room in your home designated as a home office; away from high traffic areas where confidential information may be secured.

    • Must have the ability to provide a high-speed DSL or cable modem for a home office (Satellite and Wireless Internet service is NOT allowed for this role). A minimum standard speed for optimal performance of 10x1 (10mbs download x 1mbs upload) is required.

    • Associates working in the state of Arizona must comply with the Tobacco Free Hiring Policy (see details below under Additional Information) and upon offer will be subjected to nicotine testing as part of a 10-panel drug test.

    • Must be passionate about contributing to an organization focused on continuously improving consumer experiences.

    Preferred Qualifications

    • Two (2) or more years of leadership experience.

    • Knowledge of Systems Development Life Cycle, Waterfall, and Agile Development Methodologies.

    • Possess a solid understanding of operations, technology, communications and processes

    • Proficiency in Microsoft Office programs.

    • Experience working in Medicaid and/or Medicare.

    • Possess a solid understanding of operations, technology, communications and processes.

    • Six Sigma and / or Project Management Institute certification.

    Additional Information

    • Travel: up to 25% to various states.

    • Work Days/Hours: Monday - Friday; Eastern Time Zone.
