Aptim Environmental & Infrastructure (APTIM), a long-time pioneer in disaster recovery and resilience solutions, continues to build upon our rich legacy of delivering innovative and transformational disaster recovery and resiliency programs -- improving the communities in which we work and live.The Disaster Response and Recovery division of APTIM seeks an experienced Program Director/Practice Leader to lead our team of FEMA Public Assistance (FEMA PA), Individual Assistance, and Hazard Mitigation technical experts focused on providing mission critical disaster response and recovery support to federal, state, tribal, territorial and local government customers throughout the world. Extensive firsthand experience providing FEMA PA services spanning multiple disaster recovery programs is required. The selected candidate will have the opportunity to build upon a well-established FEMA practice with exceptional past performance and an existing portfolio of current contracts and ~~~ part of the leadership team of APTIM's DRR unit, the FEMA PA Program Director/Practice Leader shall provide strategic guidance and leadership related to business winning and transformational growth of the practice as well as high quality execution of our existing portfolio of FEMA PA projects and programs. This position can be based anywhere in the continental U.S.Key Responsibilities/Accountabilities:+ Establishes and proactively maintains strong professional relationships and credibility with planning and business executives across a set of assigned federal, state, and local accounts. + Creates a posture of readiness and positions APTIM capabilities to support our state and local customer business objectives and initiatives. + Demonstrates a high level of motivation and entrepreneurial ability in supporting the pursuit and closing of new project awards and customer satisfaction throughout execution. + Leverages existing engagements to promote new business resulting in continuous profitable and sustainable revenue growth for APTIM.+ Continuously engages APTIM's DRR leadership to strategically grow the business. + Remains well-informed related to regulatory developments, industry dynamics, and business challenges, and leverages this knowledge to focus on repeat client business. + Develops and implements response and recovery operations in coordination with clients.+ Identifies the full range of programs and resources required to carry out immediate responses and long-term recovery. + Employs a consultative selling approach to develop compelling business cases to differentiate and highlight the value of APTIM's solutions and win targeted business.+ Brings, and manages, key client relationships, as well as provides executive sponsorship for clients. Travels with account leaders to meetings with clients and partners to develop strategic relationships. + Assists and/or leads strategic development sessions focused on disaster recovery programs including FEMA and HUD. + Provides subject matter and operations expertise in FEMA PA program development and implementation. + Manages overall client expectations and contributes to a high level of client satisfaction.+ Leads and/or supports capture teams in pursuit planning; development of win themes; and preparation of compelling proposals, presentations, and marketing materials.+ Plans, manages, and supervises proposal efforts in concert with capture managers, proposal staff, marketing and sales teams, and resources from within APTIM's team of FEMA PA subject matter experts. + Provides guidance and expertise on Federal regulations (44 CFR, Public Assistance Alternative Procedures, Benefit Cost Analysis, Robert T. Stafford Disaster Relief and Emergency Assistance Act, as Amended (Stafford Act), etc.) and translating them into the implementation of projects. + Helps refine program procedures and processes for implementation. + Provides executive level advisory and consulting services to state and local government agencies in FEMA PA programs, cross-cutting federal requirements, financial management, and documentation requirements. + Develops written products and tools for presentations, policies, procedures, program implementation, and design. + Be recognized as a FEMA PA policy and program leading expert by providing presentations at seminars, conferences, and business meetings on program and federal requirements. People and Relationship Management+ Actively integrates into APTIM's Collaborative Way philosophy and encourages active participation by team members.+ Promotes a strong safety culture.+ Coordinates all APTIM's activities for the program (e.g. sales activity, marketing programs, executive forums, alliances, partnerships, delivery of on-going engagements, and client satisfaction surveys).+ Actively engages the DRR Business Line Director and selectively leverages other senior APTIM executives to build strategic relationships which favorably position long-term business opportunities for APTIM and are complementary to overall program activities.+ Motivates and supports teams in executing work; counsels and supports individuals through mobilization and execution challenges.+ Nurtures collaborative relationship with team members and actively promotes APTIM's mentoring program.+ Mentors operations staff in task order proposal development and throughout project execution. Basic Qualifications:+ Bachelor's degree in Engineering, Architecture, Planning, Public Policy, Government, Business Administrations or related discipline.+ 10+ years of in-depth and hands-on knowledge of FEMA PA programs, regulations, and implementation required.+ Minimum 5 years of experience in a leadership position managing FEMA PA projects and staff.+ Experience executing disaster preparedness and FEMA Public Assistance contracts in support of one or more of the following: federal, state, tribal, territorial, and local Governments.+ Demonstrated ability to work in a highly collaborative environment in professional services.+ Experience leading multi-discipline delivery teams for state and local clients.+ Willingness to travel approximately 50% depending on role and project needs.Preferred Qualifications:+ 15+ years of experience in a senior leadership position responsible for executing FEMA related programs.+ Master's degree in Engineering, Architecture, Planning, Public Policy, Government, Business Administrations or related discipline.+ Professional licenses and/or certifications (Professional Engineer, Registered Architect, Certified Planner, etc.) What We Do:Whether it's safeguarding and maintaining critical power infrastructure, helping communities recover from natural disasters, enabling our armed forces and first responders, or transforming landfills into public parks, we go to work each day knowing that we are making an impact on the world.
