    Koniag Government Services is hiring a Contracts Manager to support its Chantilly, Virginia office.

    Under the supervision of the Vice President of Contracts, the Contracts Manager is responsible for supporting the contracting and procurement functions in a growth-oriented, entrepreneurial environment, with emphases on compliance, operational efficiency, and customer service. Ability to interact with executives, clients, and acquisition officials; perform consistent with the firm's approach to contracts negotiation and management; and serve as an adviser to internal and external stakeholders on contractual and regulatory matters.

    Essential Functions, Responsibilities and Duties include, but are not limited to:

    • Reviews contracts, subcontracts, and modifications for completeness, compliance, and accuracy from proposal stage to project close-out, including timely submittal of required reports (e.g., limitation of funds, deliverable tracking, intellectual property reports, and government property, as applicable).

    • Advises management of contractual rights and obligations and provides interpretations of terms and conditions.

    • Monitors performance, funding, and payments on assigned contracts. Notifies upper management and site Program Management of potential non-compliance and other problems that could have an adverse impact to the company.

    • Lead or assist technical teams in/with negotiations of proposals, contract modifications, and agreements as required within the limits of authority delegated by the upper management.

    • Draft, issue, and negotiate subcontract agreements and modifications, consulting agreements, teaming agreements, non-disclosure agreements, letters of intent and ad hoc agreements.

    • Manages the proper coordination of various types of agreements, subcontracts and other contract/legal documents with accounting, legal, program management and other organizations as necessary.

    • Ensure the maintenance of complete and accurate contract and subcontract records in the company's systems.

    Proposal Support

    • Review solicitations (e.g., RFPs, RFQs, RFIs,) to identify risks, recommend mitigation strategies, and ensure compliance with requirements.

    • Identify terms and conditions and assumptions for business volumes and ensure proposal compliance with solicitations.

    • Prepare representations and certifications required by solicitations and/or partners.

    • Participate in proposal meetings and assist with pricing strategy reviews.

    • Coordinate with management post-award to ensure contract requirements are fulfilled.

    Work Experience, Knowledge, Skills & Abilities:

    • This position requires US Citizenship due to our Federal contractual obligation.

    • Thorough knowledge of FAR/DFARS (including Subparts), and related federal legislation and regulations, and industry best practices.

    • Experience with administration and management of GSA Schedules.

    • Strong understanding of all contract types, including but not limited to: T&M, FFP, CPAF, CPFF and IDIQs.

    • Comprehensive knowledge of small business and small disadvantaged business requirements required.

    • Ability to work independently and communicate effectively with all levels of a company.

    • Must be a team player willing to ensure projects are completely accurately and in a timely manner.

    • Must have a high degree of integrity, work well with others, protect the company's interests while assuring customer satisfaction.

    Experience:

    • Ten (10) to fifteen (15) plus years of dedicated experience in contract and subcontract administration.

    • Experience working for a Small Business and/or an 8(a), ANC is a plus.

    • Experience in Construction contracts is a plus.

    • Requires a bachelor's degree in business or related field. Advanced degree in business or Contract Management certification a plus.

    Working Environment & Conditions

    This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

    This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

    The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
