    Overview

    Axient is seeking a Contract and Program Analyst to provide programmatic support to the US Army Space and Missile Defense Command's (SMDC) Deputy Chief of Staff - Engineer with its mission to coordinate and synchronize current and future facility engineering and environmental operations.

    Responsibilities

    RESPONSIBILITIES

    The successful candidate will have specific, demonstrable experience in the following areas:

    • Responsible for comprehensive knowledge of principles, policies and practices of DoD systems, acquisition, and program management, as defined in AR 70-1, 5000.01, DoDI 5000.02, 7000-14, as well as knowledge of roles and relationships within the DoD.

    • Work with SMDC and the Redstone Army Contracting Command (ACC) acquisition team to plan, prepare, and execute required contract actions, obligate funding, and action contract deliverables in accordance with contracted schedule. Keep ACC abreast of upcoming contract actions and gain their concurrence on contractual milestones.

    • Document preparation of acquisition milestone objectives and sequencing of current budget execution and future budget planning.

    • Support, develop, and present various briefings of program status and management reviews to senior management, up to and including senior Army Staff levels.

    • Assist the government in developing contract solutions relating to engineering, facility maintenance, environmental, and construction, to include identifying cost relationships between those demands and the development of independent government cost estimates for use during contract negotiations.

    • Provide both technical and cost analysis expertise in support of US Army SMDC proposal evaluation activities.

    • Support post-contract award activities that consists of daily contract management and administration to include assisting with deliverables tracking, change proposals, modifications, and close outs.

    • Analyze, develop, oversee, and assist with the development of programmatic and technical documentation such as Statements of Work (SOW), acquisition strategies, acquisition plans, and preparation of a complete Contract Requirements Package (CRP)

    • Work closely with SMDC government leadership to determine anticipated upcoming specific needs that could affect financial planning, personnel support, or other challenges to managing smooth operations.

    • Assist the customer with requirements analysis, implementation, and compliance with engineering directives and procedures.

    • Interface with a diverse group of internal and external stakeholders at all levels within the Army.

    • Independently review incoming/outgoing documentation/briefings for clarity, grammar, spelling, punctuation, and format.

    • Provide advice to the Program/Project Manager and Senior Army Leadership regarding acquisition strategies, contracting, budgeting and execution.

    • Provide feedback and, or recommendations on the use of various contract types/strategies and impacts of fiscal law constraints for various stages of the program lifecycle.

    Qualifications

    QUALIFICATIONS

    • Must have/be able to obtain a Secret security clearance.

    • Bachelor's degree and 3 years of experience in a business/accounting related field

    • Well-developed written and oral skills

    • Knowledge of the Planning, Programming, Budget, and Execution (PPBE) process

    • Superior interpersonal skills, including the ability to interact in a professional manner with senior level Government managers

    • Extensive knowledge of the Microsoft (MS) Office Suite of products to develop PowerPoint briefings, Excel spreadsheets, and documentation developed utilizing Word and Adobe Acrobat.

    • A high level of self-motivation and energy, an optimistic, "can-do" attitude, and very strong analytical, interpersonal, and communication skills

    • This position is onsite at a government facility and is not eligible for telework.

    Desired Qualifications:

    • Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification and/or PMI Project Management Professional (PMP) certification desired.

    • Acquisition Military Occupational Specialty (MOS) designation from a branch of the US military.

    • Experience with Army and/or DoD construction, engineering, facility, or environmental policies and procedures.
