Job Summary: Reporting to Senior Executive Vice President/BURM. The Corporate Deposits and Global Treasury Management (CDGTM) Business Compliance Officer (BCO) is responsible for ensuring that each functional area of CDGTM develops, implements and maintains business unit compliance program in accordance with UB's Regulatory Compliance Policy and Program and all applicable banking laws, regulations and specified safety and soundness requirements. The BCO, or his/her designee, manages and conducts the following compliance-related activities: develops and maintains written policies, procedures and processes; performs ongoing risk assessments; conducts periodic monitoring and testing; oversees communication and training, drives compliance-related process change enhancements and interfaces with the Corporate Compliance Group and other UB risk management functions. As the CDGTM liaison with the Corporate Compliance Group, the BCO reports on a "dotted line" basis to the Bank's Chief Compliance Officer.
Major Responsibilities: Act as the primary liaison between CDGTM and the Corporate Compliance Group Manage the establishment and ongoing maintenance of a CDGTM regulatory compliance risk management program, in accordance with BPM 901 for all CDGTM products and business units designed to ensure compliance with applicable Federal and State laws and regulations Update CDGTM compliance risk assessments by assessing the consumer and commercial compliance-related risks relevant to CDGTM - including where appropriate, assessing the risks posed by CDGTM's customers, products, services and transactions/processes Develop and/or enhance and document CDGTM compliance-related policies, procedures, processes and internal controls. Ensure that CDGTM's compliance-related policies, procedures, internal controls and systems are fully established, operating, monitored and tested, as well as updated to comply with emerging regulatory requirements and expectations Implement internal quality control processes, testing and reporting designed to address CDGTM's compliance-related risks Provide periodic reports to the Bank's Chief Compliance Officer and senior management on issues, trends, exceptions, violations and appropriateness of corrective actions Maintain a current awareness of the regulatory environment and a working knowledge of State and Federal laws and regulations Identify specific CDGTM compliance-related training and communication needs and ensure established training goals are met Participate in the development of new CDGTM products, services, policies or procedures to ensure proper consideration of regulatory compliance issues Keep Business/Support Unit Management informed of pertinent compliance-related information. Research compliance issues and problems and provide interpretations and clarifications Coordinate regulatory examinations within CDGTM and serve as a liaison with regulatory staff Coordinate remedial measures in response to issues raised in compliance examinations, audits and quality control testing in CDGTM Additional Information: Seven to ten years of compliance experience in the banking or financial services industry. Extensive working knowledge of deposit related products as they correlate to laws, regulations and legislative processes. Should have meaningful experience interfacing with bank regulators. Experience working on the staff of a banking regulatory agency a plus. Extensive working knowledge of compliance-related laws, regulations and legislative processes. Demonstrated ability to manage multiple tasks and strong project management skills. Proven managerial skills necessary to successfully administer a compliance program within a diverse organization and effectively coordinate between multiple business units. Well developed oral and written communication skills. Interpersonal skills necessary to interact effectively at all levels of the organization, including Bank staff, management, directors and regulatory examiners. Adept at reading and interpreting information written in highly technical and legalistic format. Ability to work autonomously and initiate/prioritize own work. Solid judgment, strong negotiating skills, and a practical approach to implementation - including knowledge of bank systems. Ability to balance regulatory requirements with the best interests of the Bank and its customers.
Requires a degree from a four year college. Legal education and/or law degree highly desired.
