Job Summary: If you are an exceptionally talented, knowledgeable, and motivated individual with a high level knowledge of budgetary processes and financial analysis, you should consider becoming a Supervisory Budget Analyst with the Financial Management Branch (FMB), Office of Administrative Management (OAM), Office of the Director (OD), National Institute of General Medical Sciences (NIGMS), National Institutes of Health (NIH). NIGMS is one of 27 premier institutes with the National Institutes of Health (NIH) under the Department of Health and Human Services (HHS). By supporting basic biomedical research and training nationwide, NIGMS lays the foundation for advances in disease, diagnosis, treatment, and prevention. Key Requirements: You must be an NIH employee to apply to this vacancy. You must meet time in grade requirements within 30 days of closing. Major Duties: As the deputy to the Budget Officer (BO), you will fully participate in strategic planning deliberations and decisions concerning the allocation and administration of the Institute's financial resources. You will share responsibility with the BO in planning, formulating, presenting and justifying budget estimates for the current year, budget year, and future years for both intramural and extramural activities. You will prepare the Institute's formal budget submissions, i.e., preliminary budgets, OMB submissions, President's Budget, and Congressional Justification, for presentation to NIH, the Department, OMB, and Congress. You will analyze new or revised legislation to ascertain financial impact in NIGMS programs and operations and advise the BO on alternative strategies. You will also provide advice on financial policy issues which cut across the full spectrum of NIGMS programs and funding mechanisms. You will serve as the focal point for the monitoring and clearance of budgetary and fiscal data prepared in response to agency departmental, executive branch, Congressional and public inquiries. You will develop and determine applications for NIH and Institute information systems to obtain relevant and accurate data useful in making funding recommendations. You will use the NIH IMPAC System, QVR, RePorter, and the NIH Accounting system, the NIGMS Checkbooks, SOPHIE and other NIH databases to facilitate the way in which the Institute performs its financial management functions. Qualifications: To qualify at the GS-14 level you must possess the following: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government. Evaluation of Specialized Experience: Specialized experience is defined as experience that equipped the applicant with the particular knowledge, skills, and abilities (KSAs) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled by this vacancy. Examples of specialized experience at the GS-13 level may include: Reviewing, analyzing, revising, and recommending approval, disapproval, or modification of budget requests and justifications. Analyzing, combining, and consolidating budget estimates into a budget document that reflects the balanced, multi-year funding needs of the agency or organization. Managing the formulation, justification, and execution of the budget for an entire agency or major component of a substantive program. Serving as the technical authority on budget formulation and execution for the employing component. Developing new budgetary policies.
