Prepares analyses and responses relating to a variety of topics including divisional accounting and financial program operations and activities and their impacts. Provides ongoing advice and support to subordinate supervisors regarding Branch operations and activities, and the resolution of problems presented by subordinate personnel. Identifies complex problems, assesses risk, and implements appropriate management controls. Develops creative and innovative solutions in response to complex financial issues. Qualifications: BASIC REQUIREMENTS You must possess one of the following: A. A bachelor's degree or higher in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24-hours may include up to 6 hours of credit in business law. (Submit a copy of college transcript). B. A combination of college-level education and experience---that includes at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. My background also includes one of the following: 1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. (Submit a copy of college transcript). C. A certificate as a Certified Public Accountant (CPA) or a Certified Internal Auditor (CIA), obtained through written examination. (Submit a copy of Certificate or license). D. Completed the requirements for a degree that included fifteen semester hours in accounting or auditing courses AND have successfully worked at the full performance level (GS-11) in accounting/auditing or a related field, e.g. valuation engineering or financial institution examining AND submit written documentation from a panel of at least two higher level professional accountants or auditors attesting that you have demonstrated a good knowledge of accounting/auditing of related and underlying fields that equals in breadth, depth, currency, and level of advancement that is normally associated with successful completion of the 4-year course study described in A above. ADDITIONAL REQUIREMENTS You may qualify for the GS-14 level if you have one or more years of specialized experience equivalent to the GS-13 level in the Federal service or equivalent pay systems. Specialized experience is performing professional accounting assignments that included the following: providing sound and authoritative technical guidance related to financial/accounting issues, programs and/or systems; assessing and participating in new system development and system enhancements to improve program effectiveness; and providing advice on the implementation of accounting procedures and programs. Requirements ONLY EXPERIENCE OBTAINED BY THE CLOSING DATE OF THIS ANNOUNCEMENT WILL BE CONSIDERED. Travel, transportation and relocation expenses are not authorized for this position. Completion of one year supervisory or managerial probationary period is required, unless this requirement has previously been met.
