DESCRIPTION

This is a professional position supervised by the Chief of the Bureau of Chronic Disease Prevention

This position oversees the bureau’s operational functions including:
Budget functions, ensuring that staff responsible for grants and other funding appropriated by the Legislature and other state and federal funding agencies disburse, track, spend and report these funds appropriately.
Procurement and contracting processes to ensure that staff responsible for these activities adhere to the policies and procedures established under 287.057 F.S (Florida’s procurement and contracting statute). Provides consultation and technical assistance to contract managers and other staff in relation to the development of procurement documents; grant and budget management; and contract development, management and monitoring.
Administrative support and other staff support to develop and maintain efficiencies for the day-to-day administration and operations of the bureau.
Assurance that internal management meetings are scheduled, agenda and conducted in an efficient manner.
Review of policy, procedures, guidelines and related directives to be implemented and evaluates impact on operations. Consults with staff and others in government, business and private organizations to discuss issues, coordinate activities and resolve problems.

This position serves as policy lead for the bureau including:
Assuring that program rules, technical assistance guidelines, and operating procedures are developed and updated, as appropriate and necessary.
Assuring that legislative bills are reviewed, thoroughly analyzed and approved by the Bureau Chief within allotted timeframes.
Participating in policy planning and strategizing discussions.
Leading or monitoring the progress of efforts to affect policy, systems and environmental changes related to the bureau’s chronic disease prevention efforts.

This position plans, supervises and coordinates work activities of subordinates. Responsible for all supervisory duties including, but not limited to, hiring and selection, developing performance plans, conducting performance appraisals, planning and directing their work, approving leave, and taking disciplinary action as appropriate.

This position provides direction and supervision of the Bureau when the Chief is absent.

Provides technical assistance, consultative services and direction for development, implementation, evaluation and expansion of programs of service in public agencies and local governments.
Plans, coordinates and/or presents statewide and regional conferences, meetings and workshops.
Reviews, analyzes, and researches legislative issues and prepares analysis of the projected effect of any proposed legislation or action.
Develops and monitors compliance policies and procedures for the administration of federal grant funds or other trust fund monies.

Prepares and compiles data for legislative budget requests and long range program plans.

Reviews documents and/or contacts appropriate parties to ensure compliance with applicable statutory and regulatory requirements and court orders.


Plans and conducts studies of problems and procedures.
Gathers and organizes information on problems or procedures.

Analyzes data gathered and develops solutions or alternative methods of proceeding.

Documents findings of study and prepares recommendations for implementation of new systems, procedures, or organizational changes.

Consults with federal, state and local officials on matters applicable to the assigned area of specialization.
