Proposal Pricing Analyst 4
Northrop Grumman Technical Services is looking for a skilled individual with extensive direct experience developing business financial proposal offer/bid submission for US Government contract solicitations and modification acting in an independent capacity diligent to corporate business objectives and goals. As a senior member of the Pricing Department, provide primary leadership, strategy, guidance, oversight, and support for development, composition, and submission of the formal cost/price proposals for Pricing Department activities associated with routine and important proposal pricing activities for new business opportunities, scope changes to incumbent contracts, delivery/task/work orders, budgetary estimates, strategic target analyses, and funding estimates for completion. Candidate will have advanced skills and expertise for the competent planning, organization, writing, editing, and production of a cohesive proposal with appropriate disclosures, explanatory responses, and supporting data to justify adequacy, realism, reasonableness, and audit validation. This is a high-visibility position with performance stresses associated with absolute time-limited completion with ongoing interface and discussions with corporate executives, directors, and managers for assessment of proposal issues and risk mitigation.
Basic Qualifications: Ten (10) years of directly applicable experience in and familiarity with: (1) US Government contracts for technical and engineering services; (2) federal acquisition regulations and implications of contract terms and conditions; (3) comprehension of the contract and solicitation requirements, scope, schedule, and milestones; (4) technical approach and validating of the estimating rationale; (5) comprehension and conformance to disclosed practices; (6) project estimating, forecasting, and billing; (7) advanced-level spreadsheet modeling and analysis; (8) cost and price strategy and development; (9) team leadership and execution responsibility; (10) risk and mitigation analysis; (11) preparation and presentation of executive management briefings; (12) formulation and composition of the formal business/financial proposal; (13) other functional departments involvement to the proposal process/completion; (14) integrated responses by corporate affiliates and subcontractors/suppliers; and (15) Bachelors' degree or equivalent years of professional experience.
Minimum Requirements: Must have Secret Security Clearance and be able to obtain TopSecret/SCI clearance requirements and possible Polygraph.
