The Senior Procurement Specialist will participate in a wide variety of the more-complex procurement functions to ensure quality, efficiency, and timeliness of services provided to clients and project personnel with specific service to Project Managers on field construction projects. May provide services for a specialized area of Procurement (e.g., Traffic Specialist, etc.) on large projects. Specific assignments depend upon project requirements. The incumbent at this level must be capable of acting as the technical expert in his/her area of specialty. Assignment location will be in one or more field offices.
Serves as primary point of contact with suppliers to ensure equipment and materials are delivered to job sites in support of construction schedules, and follows up on assigned purchase orders to ensure adherence to terms and conditions. Initiates action, as required, to resolve any supplier problems which might adversely affect project requirements and construction schedules. Travel to supplier facility may be necessary in order to resolve problems relating to fabrication and/or delivery of material or equipment.
Collaborates with Buyers in the pre-award solicitation process. Prepares bidders lists, issues Request for Quotations, receives and analyzes bids, prepares bid analysis summaries, and makes recommendations for purchase order awards. Prepare Purchase Orders and revisions as required.
Oversees post-award activities such as obtaining final vendor data and invoices from suppliers, ensuring data is input into DMCS for supplier performance evaluations, and preparing for closeout and storage of all records.
Serves as primary contact for the distribution of procurement documents, reports, and correspondence to project management, engineering, and other non-procurement disciplines.
Analyses draft material requisitions, reviews for completeness and accuracy, suggests possible revisions, and forwards to project engineering for further processing. Ensures appropriate logging of action taken.
Monitors bid requests, bid analyses, and the preparation of purchase orders to ensure timely action. Maintains purchase order records, including history of follow up contacts with suppliers.
Initiates field supplier coordination assignments on critical purchase orders.
Oversees the timely maintenance of purchase orders on OPO to ensure current status, as well as the coordination, publication, and distribution of project material/equipment status reports.

May serve as Traffic Specialist, providing arrangements for the safe, most economical delivery of materials and equipment by selecting the best available transportation modes, carriers, rates, and routing. Negotiates contract rates for project and client approval. Performs analytical studies of available modes of transportation, rates, routing, quality of service, transit times, and specialized services offered.
Performs other responsibilities associated with this position as may be appropriate, including on-site coordination of material delivery, reconciliation of OS&D items and supplemental orders on a fast-track basis to support construction schedules.
Qualifications: PREFERRED EDUCATION/EXPERIENCE:
4-year degree in Business Administration or Economics (or related field) and minimum of 8 years of field construction work experience is required.
SKILLS/COMPETENCIES:
Procurement experience with a civil/remedial construction or major engineering firm, excellent written and oral communication skills. Strong skills in price negotiation.
