JOB REQUIREMENTS: Identifies areas within the Activity that require analysis and initiates studies which measure the effectiveness, efficiency and productivity of programs. Analyses findings and makes recommendations on substantive programs. Prepares project papers and staff reports. Delivers briefings to managers/supervisors on findings and recommendations. Analyses the short and long range impact of various directives on the organization. Complies and analyzes data to identify potential problems, trends, and benefits and makes recommendations to improve program operations. Composes administrative regulations implementing higher directives locally. Evaluates and monitors ongoing programs and projects to determine the effectiveness of program operations. Develops program surveys to determine compliance with agency policies and program OBJECTIVEs and to ensure effective resource utilization. Provides advice and guidance to representatives of other organizations concerning program issues. Resolves problems that hinder program accomplishment and develops methods to facilitate achievement of OBJECTIVEs. Reviews and analyses manpower and fund expenditures data. Indentifies actual or potential problem areas, trends, significant accomplishments, deficiencies and areas of imbalance in the funding scheduling of programs involved. Analyzes a variety of other areas of concern which impact the organization, such as (but not limited to), contract administration, equipment, training, travel, personnel and internal controls. Coordinates all action and prepares appropriate documents. Familiarity with Army intelligence programs is a plus. JOB DESCRIPTION: To provide senior technical support to the client and subordinate organizations in the areas of Resource Planning, Resource Programming, Resource Budgeting, Resource Execution, Congressional Authorizations and Appropriations, and Resource Oversight support in the preparation, review, analysis, coordination and maintenance of documentation and associated databases used in DOD resource management systems to develop, restructure, rebalance, transform and sustain client organizations. Work in a team environment in conjunction with military, civilian and other contractors to provide Programming and Financial Management Analyst assistance in support of the HQ client Staff and Subordinate Organizations in the areas of Resource Programming, Budgeting, Execution and Appropriations.
