Lead Payroll Administrator
Primary Function
:
The primary function of the Position is to perform all activities necessary to process payroll, including maintaining related records, reviewing payroll reports and journals for accuracy, filing tax reports and voluntary deduction reports, entering and processing involuntary deductions such as levies and garnishments, preparing accounting documents, and preparing and submitting payroll reports for certain clients. He/She will also be the lead person of the layoff payoff process of the company. The Position will work closely with the Payroll Supervisor and other members of the payroll team as well as the Cost Control team to ensure that time and rate are entered properly in the STARCON system.
Work Environment:
The primary work environment will be within an office setting.
Roles & Responsibilities:
The roles and responsibilities of a Position may include, but are not limited to the following items:
Maintains payroll-related accounts and is responsible for the reconciliation and accuracy of one or more accounts within a complex accounting system.
Prepares various accounting papers, schedules, exhibits, and summaries. Determines the need for new accounts and revisions in the account structure.
Researches and advises payroll staff concerning the accounting treatment of complex transactions.
May perform periodic internal audits of various payroll areas and prepare materials for external or internal auditors. Generally requires a bachelor's degree in accounting and 2 to 4 years of related experience.
Performs all activities necessary to process 1 or more payrolls, including maintaining related records, filing tax reports and voluntary deduction reports, processing involuntary deductions such as levies and garnishments, preparing accounting transactions and documents, documenting and updating procedures, and preparing special reports for management.
Backup for all payroll tax activities, including compliance with local, state, and federal regulations and filing local, state, and federal payroll tax returns.
May supervise 1 or more subordinates in the calculation and reporting of tax liabilities, in responding to questions and special requests from employees and regulatory agencies, in researching laws and regulations regarding taxes and payroll withholding procedures, and in preparing budgets, projections, and special reports for senior management.

Experience:
5 years experience in payroll or a related field with a working knowledge of the construction industry.
Skills:
Knowledge of payroll principles, practices, regulations and procedures.
Knowledge of applicable local, state and federal payroll and related tax laws, regulations and statutes.
Knowledge of accounting practices and procedures
Knowledge of payroll record keeping and reporting requirements and procedures.
Knowledge of the principles, methods and practices of process improvement.
Skill in evaluating and analyzing technical payroll activities.
Experience in payroll Account Reconciliations
Education:
College Diploma or equivalent payroll experience within a(n) construction/ industrial setting.
Must have formalized training in leadership, coaching, interpersonal communication and building team relationships.
Must be willing to attend continued training applicable to job as deemed necessary by STARCON.
Must have valid driver’s license.
Physical:
Must comply with STARCON’s drug and alcohol policy.
Safety/Environmental:
Knowledge of refinery and chemical plant hazards which may require special precautions and PPE.
Must be able to read and understand safety instructions, signs, labels and permits in English.
