Opportunity
Position Summary: The Human Resources division at Berkeley Lab has an exciting new opportunity for an HR Assistant. The incumbent will report to a Sr HR Division Partner (Generalist) and will provide a comprehensive range of specialized HR-related support services for the Earth Sciences (ESD) Division. This position supports the Sr Division Partner and ESD is a multitude of areas including but not limited to recruitment, staffing, file maintenance, running reports and queries in HRIS (Peoplesoft), creating electronic personnel action forms, etc. In addition the incumbent will work as an active team member within the HR Center which includes identifying and developing work procedures, customer guidelines, and cross training with co-workers as needed, within the group.
Specifically, you will:
1. Recruitment and Staffing Assistance:
With guidance from HR Division Partner, draft and edit job postings and position descriptions for non-posted positions, including Technical Assistants, Research Assistants, Postdoctoral Fellows, GSRAs, and Student Assistants.
Perform tasks related to closing jobs in HRIS, and provide reports and updates to hiring supervisors regarding applicants and recruitment status for multiple job openings.
In some cases, coordinate salary offers with hiring supervisor; prepare offer letters and employment forms. Ensure that offer letters and appropriate employment/benefit packets are sent promptly to the candidates.
Conduct employee start appointments and coordinate the employment start process with the Division and HR Core staff.
Complete all required document processing, including completion of the Personnel Files and Closed Job Files.
Manage contract hires. Act as liaison between the hiring managers and the staffing agencies.
Assemble and maintain personnel files for customer divisions and departments, ensuring appropriate content and security.
Coordinate with the International Researchers and Scholars Office (IRSO) to initiate arrangements for visa applications and processing for non-immigrant Postdoctoral Fellows, Technical Assistants, students, guests and employee hires.
Coordinate termination process for employees and guests in your customer departments.
loyee Maintenance:
Prepare and process Personnel Action Forms for customer groups. Ensure appropriate distribution and filing.
Track appointment end dates, employee leave periods, and coordinate notification to supervisors for term/temporary employee and guest appointment end dates. Ensure appropriate action is taken and documentation is updated to reflect current employee and guest status in PeopleSoft / HRIS.
Develop, refine, and maintain various file and resource systems.
Track Service Award Pins for customer groups.

Serve on Laboratory-wide HR working teams or committees as needed.
Function as liaison to the Laboratory Payroll Unit for Division payroll related matters for biweekly employees.
Qualifications needed to succeed:
Substantial relevant administrative knowledge and experience with demonstrated ability to provide a broad spectrum of support services.
Thorough knowledge and understanding of human resources administration principles, procedures, including applicable laws and regulations; experience providing support for recruitment, staffing, and personnel administration functions.
Strong analytical, planning, and organizational skills including demonstrated ability to anticipate, identify, and resolve complex administrative problems.
Proven ability to handle sensitive and confidential information with discretion.
Excellent writing and editing skills; demonstrated ability and experience in independently drafting and producing administrative documentation, correspondence, and reports.
Excellent interpersonal communication skills with demonstrated ability to work effectively and diplomatically with a broad range of personnel and personalities.
Substantial experience, proficiency, and expertise with personal computers utilizing word processing, spreadsheet, database and electronic meeting scheduling software.
Proficiency with PeopleSoft human resources information system (HRIS), highly preferred.
