DESCRIPTION
The employee in this highly professional administrative position that works in under the supervision of the Senior Management Analyst II - SES for School Health and is responsible for participating in the development and interpretation of policies for the School Health Program and providing technical assistance and consultation to local programs in county health departments and school districts. The employee should have knowledge of public health as well as specific knowledge of statutes, rules and policies relating to school health services.
Assists the county health department and agency staff with collecting, evaluating, and analyzing data, solving data problems, providing reports, and training on data systems. Assists with the management of the database for school health reports and plans and evaluation of programs.
Coordinates and assists with the development of policies, standards, manuals, reports necessary for the implementation and management of school health services and initiatives funded by the legislature. Provides leadership in analysis of school health reports and plans and participates in the development of grants and grant reviews. Develops graphic displays for annual reports and presentations as needed. Serves as liaison to interagency and interagency cooperative and collaborative initiatives and committees as assigned.
Assists county health department staff in completing manual and electronic versions of the Annual School Health Services Plan and the Annual School Health Services Report, and other ad hoc reports as required.
Participates in program monitoring by desk audits, on-site reviews and analysis of reports of program services provided; confirms school health service provider compliance with program statutes, rules and standards and ensure the effectiveness and efficiency of programs. This includes the preparation of reports which form the basis of corrective action plans and monitoring follow-up activities.
Please Note: Must be able to respond in the event of an emergency. May be required to work during or beyond normal work hours or days in a special needs shelter or Red Cross shelter, or to perform other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.

Researches and recommends purchases to management.
Provides technical assistance, consultative services and direction for development, implementation, evaluation and expansion of programs of service in public agencies and local governments.
Plans, coordinates and/or presents statewide and regional conferences, meetings and workshops.
Reviews, analyzes, and researches legislative issues and prepares analysis of the projected effect of any proposed legislation or action.
Develops and monitors compliance policies and procedures for the administration of federal grant funds or other trust fund monies.

Prepares and compiles data for legislative budget requests and long range program plans.

Reviews documents and/or contacts appropriate parties to ensure compliance with applicable statutory and regulatory requirements and court orders.

Monitors dispute settlement programs, approves claims, and confirms the disposition of awards, settlements and other agreements.

Plans and conducts studies of problems and procedures.
Gathers and organizes information on problems or procedures.

Analyzes data gathered and develops solutions or alternative methods of proceeding.

Documents findings of study and prepares recommendations for implementation of new systems, procedures, or organizational changes.

Confers with personnel concerned to ensure successful functioning of newly implemented systems or procedures.
