DUTIES: Reporting to the Chief Financial Officer (CFO), incumbent manages the Financial Systems Group that is responsible for financial systems and accounting support. This includes, but is not limited to, financial systems initiatives and upgrades, labor/payroll and its related functions, fixed assets, banking and cash management functions, and rate development. In addition, the Financial Systems Manager supports all Laboratory policies and programmatic initiatives, and ensures that the Financial Systems group is aligned with the needs and culture of the Laboratory. Specific duties include: Administrator for Lab's financial system - responsible for integration with other systems as required/needed and includes plan development, documentation, upgrades, implementation, and problem resolution. Includes Cyber security for this area. Oversees management of Labor, Payroll, and Fringe Benefits payments. Approves Payroll and Accounts Payable related taxes prepared by the Payroll Supervisor. Oversees Foreign Nationals treaty and taxability issues. Manages Fixed Asset Accounting and any related property functions. Identify and resolve problems and issues, as well as clarify policies and procedures, regarding JLab's financial functions with Laboratory personnel, auditors, and external organizations. Assist in preparation of audit work papers and answering questions for JSA's internal auditor, and other audit entities as applicable. Serves as backup for the Payroll Supervisor and the Systems Accountant, and extends support to the Accounting Group Manager during his/her absence. Responsible for maintaining an environmentally sound and safe workplace for your area of responsibility. Takes appropriate actions to resolve any environmentally unsound or unsafe working conditions. Experience/Education Required Bachelor's Degree in Accounting (or a related field) or the equivalent combination of education, experience, and training, plus ten years of professional accounting experience. Five years supervisory experience preferred. CPA preferred. Good working knowledge of tax reporting requirements for payroll and accounts payable functions. Familiarity with tax treaties. In depth working knowledge of accounting theory and internal financial controls. In depth knowledge of the DELTEK Costpoint and the ability to recognize and resolve problems and issues. In depth knowledge of M&O Contract requirements concerning required accounting practices and allowable costs. Good working knowledge of effective quality principles and practices, including use of performance measures, benchmarking, and self-assessment processes. Good working knowledge of personal computers and major software packages utilized by the Division.
Physical Requirements: Works in a typical office environment involving frequent interaction with people and office equipment such as computers, telephones and photocopiers. Able to sit for prolonged periods. Ability to keyboard and use telephones frequently. Ability to lift up to 10 pounds frequently and 25 pounds occasionally. Able to open files and cabinet drawers. Able to stoop and bend occasionally. Ability to travel by foot and car to other sites on and off Jlab the campus.
