In these positions, you will act as a Financial Management Analyst responsible for formulating, justifying, and executing the Agency budget for Research, Development, Test and Evaluation (RDT&E), Procurement, Operation and Maintenance (O&M), Military Construction (MILCON) appropriations, and Foreign Military Sales (FMS); developing, acquiring, and allocating resources to accomplish multiple program/project goals; and formulating organizational strategies, tactics, and finance/action plans to acquire and allocate resources. You will be responsible for financial management for complex weapon systems, element, and/or component. Most importantly, you are in a pivotal role from day one. Typical work assignments include: Advise management and leadership on all financial management policies and issues. Establish procedures and timetables for disposition and control of funds through all phases of program/financial execution. Review, analyze and interpret legislation and proposed legislation to ensure Agency compliance with Congressional intent to statutory requirements. Recommend and/or implement remedial action to correct adverse trends and situations and to support appropriate adjustments to prior, current and future year budgets. Prepare and present documentation reflecting the status of execution (Obligation, Expenditure, and Accrual Plans). Prepare material for and participate as required in program status reviews and other meetings and conferences pertinent to assigned programs. Advises managers and team members on financial program status and execution matters and represents them as required in assigned functional areas. The position(s) covered by this vacancy announcement is/are scheduled to transition from the National Security Personnel System (NSPS) to the General Schedule (GS) or an applicable personnel system by January 1, 2012. This is an Acquisition position coded Level II in Program K, Business-Financial Management. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position. This is an Acquisition Workforce position in DAWIA Career Field/Position Category K, Business-Financial Management. Mandatory and desirable DAWIA career field requirements will be used during the rating process. SUBSTITUTION OF EDUCATION at the YA-02 level: Appropriate education may be substituted for or combined with experience. This education must be from an accredited college or university accredited by an organization approved by the U.S. Department of Education. See . For this position a Ph.D or equivalent doctoral degree, OR three full years of graduate level education leading to such a degree may be substituted for experience. If you have less, it may be combined with your experience to determine qualifications for this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-11 (or equivalent). When the education being credited requires specific course work, the number of hours of related courses will be prorated as a proportion of the total education to be used.
