Description
Key Role:
Provide budget execution support to a national security agency, and assist program offices with financial document creation, processing, and execution. Create funding documents to support mission requirements and determine the impact on current-year resources, maintain and create efficient internal logs to track expenditures by program and to reconcile to financial systems, record and maintain financial transactions and documents in various financial and document management systems, provide analytical support to the budget decision-making support process, perform financial analysis and reconciliation of financial and procurement data, and provide daily oversight of execution of operational resources from commitments through contract close-out. Coordinate with the procurement office to support the awarding of documents, establish policies and procedures to improve the budget execution process, review, analyze and interpret programmatic performance and execution data to ensure resources are appropriately allocated and applied to meet the portfolio and program's goals and objectives, brief the program and budget status to senior leadership and oversight authorities, provide financial reporting to key stakeholders supported with financial analysis, and perform reconciliation activities to ensure compliance with internal controls. This position is located in Plum Island, NY.
Qualifications
Basic Qualifications: -6+ years of experience with financial analysis, financial management, and budget execution -Secret clearance -BA or BS degree in Business, Finance, Business Administration, Government, Management, Economics, or Accounting
Additional Qualifications: -Experience with process improvement -Knowledge of the federal budget process and cycle -Knowledge of the planning, programming, and budget execution (PPBE) cycle -Knowledge of acquisition and appropriation laws and regulations -Ability to multi-task and produce results-oriented, quality deliverables -Ability to be a self-starter -Ability to be proactive and comfortable collaborating with client personnel

Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information; Secret clearance is required.
