Job Description Reports To Clerk of Court Major Function This position requires specialized professional and administrative work directing and managing the operations of the Accounting Division. Bachelor Degree in Accounting or related field preferred. CPA preferred, but may substitute for any equivalent combination of education and experience that provides the required skills. Candidates must pass applicable tests, participate in oral interviews, and pass a background investigation in addition to any other hiring requirements. This position will remain open until filled. We will consistently deliver superior service, an unparalleled commitment to our customers, our employees, and the community we serve. Essential Job Functions a? Supervises and directs day-to-day operations of the Accounting staff. a? Advises Clerk on general matters dealing with the Accounting Division. a? Represents the Clerk in his absence where authority has been delegated. a? Uses the principles and practices of general, governmental, and fund accounting, including methods of preparing financial reports and financial statements. a? Prepares complete and accurate accounting reports and statements. a? Reviews financial documents for completeness and accuracy. a? Analyzes complex data and resolves any discrepancies. a? Interprets, explains, and applies applicable laws, rules, regulations, and policies controlling budgetary and fiscal record keeping. a? Interviews prospective employees for the Accounting Division and makes recommendations for employment to the Clerk. a? Assists in the training of current and new employees for Accounting. a? Responsible for managing problems and/or situations relating to employees, the public, or the work of the Accounting department. a? Responsible for researching the laws, annual legislative changes, and implementing these changes via computer programs, if applicable and advising employees of the same. a? Evaluates employee performance through formal appraisals on employee anniversary date. a? Prepares annual budget for the Clerka?s Office and submits to CCOC for approval. a? Prepares analytical reports on various factors used in forecasting future trends for the Accounting Division. a? Attend seminars or other required training to enhance job knowledge. a? Coordinates the scheduling of retention and disposal of accounting records with the Records Manager. a? Coordinates with the external auditor on preparation of annual financial report. a? Responsible for payroll in the absence of the Payroll Technician. a? Responsible for handling citizen and employee complaints professionally and timely. a? Performs customer service by telephone, email, fax, and in person, resolving complaints, problems, and answering questions. a? Responsible for the counseling, discipline, and termination process of employees. a? Makes responsible decisions in line with the job. a? Confirm with and abide by all regulations, policies, work procedures, and instructions. a? Act, dress, and behave in a professional manner to reflect a positive image of the Clerka?s office. a? Communicate with coworkers, management, staff, the general public, and others in a courteous and professional manner. a? Understanding daily attendance is essential for performance of the job. a? Must be available to work over-time if needed. a? Performs other duties as assigned. MARGINAL DUTIES a? Knowledge of all generally accepted accounting principles and government accounting standards. a? Ability to effectively analyze financial data. a? Ability to accurately and timely implement and comply with laws, rules, and regulations in regards to financial matters. a? Knowledge of the Clerka?s management policies and procedures. a? Ability to analyze departmental needs and assist in preparing budgets when needed. a? Ability to communicate and deal effectively with the public, other county or state agencies, and employees, both in person and on the telephone. a? Must be detail-oriented, accurate, and organized. a? Ability to work in an environment with many interruptions. a? Ability to understand and carry out oral and written instructions. a? Ability to communicate well the information found in the office records in laymana?s terms without giving legal advice. a? Ability to effectively prioritize and work independently with little or no supervision. a? Ability to produce work in a professional and timely manner. a? Ability to manage in a manner conducive to high productivity. a? Skill to operate with appropriate speed and accuracy all equipment used. a? College degree from an accredited college or university with a Bachelora?s Degree in Accounting preferred. At least five (5) years prior experience performing responsible work in Accounting; or any equivalent combination of education and experience that provides the required skills, knowledge and abilities to perform the job may be substituted for college degree. High School Diploma or GED required. a? CPA Preferred but may substitute for any equivalent combination of education and experience. a? Must possess valid Florida Drivers License. a? Must meet Clerka?s testing requirements. Physical Demand Requirements a? Sedentary work requires sitting for extended periods of time. a? Talking, hearing, seeing, and repetitive motions. a? Must be able to occasionally lift up to 20 lbs. a? These requirements may not be all inclusive.
