Boeing is in competition to win a U.S. Marine Corps (USMC) contract to provide advisory and assistance in planning, organizing, staffing, controlling and leading the combined efforts of the Mine Resistant Ambush Protected (MRAP) Vehicle Joint Program Office (JPO) civilians, contractor and military personnel. The winning team will include professional program management and technical services for the MRAP family of vehicles with key functional support from Acquisition, Contract Administration, International Programs Support, Systems Engineering, Environment, Safety & Occupational Health (ESOH), Vehicle Systems, Government Furnished Equipment (GFE), and Test and Evaluation. The team will assist the Government Managers throughout the defense acquisition lifecycle including development, production, deployment, operations, support and storage/disposal of the Cougar, Buffalo, and Mine Resistant All-Terrain Vehicle (M-ATV) variants.
Provide programming, planning, budget, execution and acquisition management support. Design and perform various analytical studies using scientific methods. Assist with comprehensive acquisition planning to include integration of requirements definition, acquisition strategy development, program integration with budget and contracting, and program execution. Perform systematic examinations of alternative courses of action in terms of effectiveness and cost to help clarify relevant choices and their implications. Provide price analysis support.
Performs business case and alternatives analyses for technical solutions, manufacturing approaches, capital investment decisions and schedule alternatives affecting future cash flow, earnings, market share and competitiveness. Develops estimates from complex technical requirements through the design, build and support stages of the program. Coordinates the development of the statement of work, identifying significant cost drivers, providing risk and benefit alternatives and determining best estimate approach for proposals. Leads complex business case and alternatives analyses for technical solutions, manufacturing approaches, capital investment decisions and schedule alternatives affecting future cash flow, earnings, market share and competitiveness. Develops estimates from complex technical requirements through the design, build and support stages of the program. Coordinates the development of the statement of work, identifying significant cost drivers, providing risk and benefit alternatives and determining best estimate approach for proposals. Leads new business cost proposals of moderate value. Develops and maintains internal controls to ensure compliance. Develops and revises estimating and pricing policies, systems, tools and training.

Typical Education/Experience
Bachelor's degree and typically 10 or more years' related work experience, a Master's degree and typically 8 or more years' related work experience or an equivalent combination of education and experience.
Other Job related information
Position requires a current Secret Clearance - US Citizenship Required or equivalent (Refer to Security Clearance Definitions link above). Applicants MUST include their security clearance level, investigation type and investigation date clearly on their resume. Position is contingent on program win. Position would begin in March 2012 and would be 1 year minimum with 2 one year options. Position is located in Stafford, Virginia Relocation assistance is not available. Previous MRAP experience and/or Military service is preferred.
