Participates in the evaluation and development of business cases for technical solutions, manufacturing approach, capital investment decisions and schedule alternatives affecting future cash flow, earnings, market share and competitiveness. Develops less complex estimates from technical requirements through the design, build and support stages of the program. Participates in the statistical analyses to identify opportunities, risk and mitigation plans. Participates in the evaluation of requests for proposal.
Evaluates and develops business cases for technical solutions, manufacturing approaches, capital investment decisions and schedule alternatives affecting future cash flow, earnings, market share and competitiveness. Develops estimates from technical requirements through the design, build and support stages of the program. Performs statistical analyses to identify opportunities and risk and mitigation plans. Evaluates pricing instructions, special clauses, evaluation criteria, contract terms and conditions and work breakdown structure, included in a Request for Proposal.

Basic - General knowledge of pricing methods (e.g., cost based, fee based, value based, comparative based, market based pricing) to assigned task.

• Proposal Processes
Basic - General knowledge of government, company, and local policies, procedures, and regulations (e.g., Estimating system manual, FAR, DFAR, TINA, ITAR, Procurement integrity, Export Compliance) relating to the development of cost proposals. General knowledge of proposal, accounting, and rate development (common systems). General knowledge of audit, fact-finding, and negotiation processes (e.g., self audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.

Level 2 - Bachelor's degree and typically 3 or more years' related work experience, a Master's degree and typically 1 or more years' related work experience or an equivalent combination of education and experience. Level 3 - Bachelor's and typically 6 or more years' related work experience, a Master's degree and typically 4 or more years' related work experience or an equivalent combination of education and experience.
Other Job related information
Duties and responsibilities include developing a variety of complex estimates (labor and material), referring to established precedents and policies in support of proposals and various business decisions for Advanced Systems. Estimates will be developed in support of requests for estimates for new business contracts, contract changes, program changes, trade studies, special projects, etc., as well as supporting fact-finding and negotiations. Performance of this job requires a complete understanding and application of principles, understanding and application of common toolset concepts and standards, and a full knowledge of industry practices. This job requires the ability to apply FAR (Federal Acquisition Requisitions), TINA (Truth in Negotiations Act) and/or compliance and estimating system requirements knowledge on a daily basis and participate in process improvement initiatives. This Position is in support of the F-22 Sustainment Program.
