DIRECTOR OF FINANCE & ACCOUNTING
Our national non-profit organization serves primarily Vietnamese American communities with programs ranging from community development to victim services. Our financial department is in need of a highly qualified and motivated Director of Finance & Accounting. This position will provide financial management support for a national organization with 11 branch offices and a projected 2010 budget in excess of $9 million. The Director of Finance & Accounting is responsible for the organization's accounting practices, the maintenance of its fiscal records, the preparation, promotion and interpretation of financial reports for management and external groups. The Director of Finance & Accounting will direct and have overall responsibility for internal controls, forecast, financial reporting and budgetary controls, and will provide leadership and coordination in the administrative, business planning, accounting and budgeting efforts of the organization. Essential Responsibilities: 1. Provide leadership, management and oversight for all fiscal activities, including general accounting, internal auditing, cost accounting, budgetary controls, financial analysis and forecast, budget plans, cash flow monitoring, and monthly reports; 2. Train, supervise, and evaluate Accounting and Finance Department personnel; 3. Oversee computerized fiscal management system, including on-going analysis of software needs; 4. Develop and implement fiscal policies and accountability and control procedures (including the cost accounting system), and analyze and report variances; 5. Develop organization's annual budget and cash flow projections; 6. Oversee preparation and monitor status of each program budget for annual refunding and other proposals to funding agencies, Executive Director, and Directors; 7. Oversee the development of assorted budget analyses as generated or required by proposals, amendments, and changes; 8. Oversee preparation of monthly financial statements/reports (to include accounts payable reconciliation, accounts receivable reconciliation, cash flow report, and balance sheet audits), annual or other fiscal reports for each program as required by funding agencies, program management, Executive Director, or Board of Directors; 9. Work with auditor(s) in the preparation of annual Audited Financial Statements and tax returns; 10. Perform analysis of general ledger and subsidiary ledgers to include: cash disbursements, cash receipts, accounts payable, month-end payroll summary, accounts receivable summary, journal entries for adjustments to the general ledger, and invoices; 11. Allocate administrative and indirect costs in accordance with current allocation plan, and apply for indirect cost rates; 12. Develop long-term sustainability and growth strategies, produce on a monthly basis indicators for monitoring of the organization's financial health, provide guidance to the Executive Management team on budgeting issues, and work with Executive Management team and Board Officers to review business and investment plans; 13. Maintain adequate support documentation for all accounting records and validate all Grant Adjustment Requests that are financial in nature; 14. Ensure compliance with local, state, and federal budgetary reporting requirements; 15. Develop and direct the implementation of financial components for strategic business and/or operational plans, projects, programs, and systems; 16. Coordinate obtaining and maintaining the necessary licenses and insurance required for all locations where we operate; 17. Oversee financial management of emerging foreign operations to include developing financial and budget policies and procedures; 18. Represent the company externally to media, government agencies, funding agencies, and the general public. Goals: 1. All financial activities will be documented and reported on time; 2. BPSOS will have firm infrastructure set in place for standard operations. Reports to: Executive Director Location: DC tri-state area Additional Qualifications: 1. Master's degree in accounting, finance, or business administration; 2. 3-5 years senior-level, hands-on accounting/financial management experience with at least 2 years of experience in a supervisory capacity; 3. Ability to manage complex funding sources and issues; 4. Strong computer, communication and organizational skills; 5. Working knowledge of Federal accounting and audit requirements and of grant budget preparation; 6. Willingness to work evenings and weekends when required; 7. Non-profit experience preferred; 8. Experience in strategic planning and execution; 9. Leadership and initiative in identifying and addressing emerging problems; 10. Knowledge of finance, accounting, budgeting, and cost control principles including Generally Accepted Accounting Principles; 11. Knowledge of automated financial and accounting reporting systems; 12. Work requires professional written and verbal communication and interpersonal skills; 13. Ability to motivate teams to produce quality materials within tight timeframes and simultaneously manage several projects; 14. English fluency required, additional Vietnamese fluency preferred; 15. Bicultural background preferred; 16. Demonstrated ability to interact professionally with staff, clients, fund and service providers; 17. Deep commitment to social justice and dignity for refugees, immigrants and their families.
