Detailed Description


This role is responsible for overseeing Compliance staff and supporting the Community Investment unit. Specific responsibilities include oversight and coordination of bank-wide compliance, safety and soundness, and information technology policies and facilitating the OTS examinations. This role would also be responsible for managing the regulatory risk assessment program, including maintenance based on regulatory or business process change. Additionally, this role will provide guidance and oversight for Cash Management and Lending products, marketing, and operations, as well as implementing, maintaining, and communicating regulatory change for these and other requirements.

· Manage the implementation and ongoing maintenance of the following compliance Policies and Programs: Bank Secrecy Act ("BSA")and Office of Foreign Asset Control ("OFAC"), which includes Anti-Money Laundering ("AML") initiatives and the USA PATRIOT Act ("USAPA") requirements; Privacy Act, which includes Gramm-Leach-Bliley Act requirements, customer information security, and vendor management initiatives; Regulation O, which includes identification and monitoring of insider transactions; and Transactions with Affiliates ("TWA"), which includes the documentation, monitoring, and reporting of intercompany agreements governed by TWA.
· Regulatory Risk Assessment, which includes ongoing requirement maintenance based on regulatory and business process change and the assessment and documentation of business and/or support function procedures and internal controls, along with an overall risk rating by function.
· Provide regulatory risk consultation, guidance, and training for Cash Management and Lending products, marketing, and operations; Branch personnel; and applicable business units for the aforementioned regulatory requirements, as well as other regulations (e.g., consumer compliance and safety and soundness regulations).
· Manage the annual submission and Board approval of bank-related compliance, safety and soundness, and information technology policies and programs.
· Monitor and communicate regulatory amendments and the associated impact to Policies, Programs, and business unit processes.
· Facilitate the Office of Thrift Supervision ("OTS") Examination process by preparing the business units, validating and organizing documentation, including direct interaction with the Information Technology, Compliance, and Safety & Soundness examination teams.
· Communicate and escalate issues, as appropriate, and provide periodic updates to VP, Chief Compliance Officer, Corporate General Counsel, and Board of Directors.
· Manage one to three (1 - 3) compliance staff and assume project leadership roles, as assigned / identified.


Job Requirements


· Minimum five to ten (5-10) years of experience managing compliance-related activities (i.e., BSA, OFAC, Privacy, Regulation O, Cash Management, and Credit Card) for a federally regulated bank/thrift.
· Highly knowledgeable in compliance requirements for cash management/deposits, lending, Sales of Non deposit products, TWA, Privacy, BSA/OFAC/AML/USAPA, and federal laws and regulations.
· Excellent ability to interpret and communicate regulatory guidance.
· Experience in developing and implementing compliance policies, programs, and procedures, including regulatory risk assessments.
· Experience in managing, mentoring, and providing ongoing feedback to staff regarding performance, as well as completing annual performance evaluations and career development planning.
· Experience in managing, coordinating, and facilitating a successful regulatory agency examination.
· Ability to influence people in other department and functions to achieve consensus on regulatory risk issues and appropriate mitigation.
· Ability to effectively communicate with regulatory agency staff outside of the examination process.
· Experience in creating and delivering presentations to Executive Management and Board of Directors.
· Experience in developing and delivering compliance communications to business unit and support function personnel.
· Excellent analytical, communication (verbal and written), organizational, business acumen, and report writing skills.
· Be results oriented and work with minimum supervision.
