The chief business office for the University of Illinois at Chicago is seeking a Coordinator of Business Consulting and Analysis. This position provides business consulting services to the campus and expertise to the government costing function in the OBFS Grants & Contracts unit, primarily in the analysis and development of service center rates. Other responsibilities include:
1. Provide expert analysis of business and financial transactions in the performance of consulting services for central administrative offices and academic departments involving review, analysis, and formulation of recommendations to enhance the effectiveness and performance of diverse and complex business processes. 2. Conduct research and plan/manage special projects on behalf of the Office of Budget and Financial Analysis across a variety of business and financial areas. 3. Develop reports and queries using a variety of tools and methods to meet analytical review, reporting, and disclosure requirements. 4. Provide advice and counsel to campus units on generation of Banner reports and data queries and the processing and review of financial transactions. 5. Provide early consultation services on the development of business plans and financial pro-formas, as required. Consulting services include but are not limited to analysis of the financial pro-forma and/or budget as well as recommendations to make the business activity financially viable. 6. Provide leadership and guidance to campus units in development of service center rates, including participating in the development and maintenance of policies, procedures and training materials; conducting trainings; and performing cost analysis and departmental reviews as necessary to assist with the development of compliant and fully burdened recharge rates. Assist with evaluating the accounting practices that assure they are compliant with related federal regulations. 7. Assist with the preparation of UIC’s Facilities and Administrative (F&A) rate cost rate study. In collaboration with the Office of Grants and Contracts Costing, work with UIC and UA staff to monitor and maintain campus financial, space, equipment, and other related data to ensure they are in compliance with applicable federal regulations. Utilize specialized Comprehensive Rate Information Systems (CRIS) software to develop F&A rate proposal package for submission to the federal government. Assist with the development of projections (capital improvements, debt service, etc), assist with the review and resolution of error reports, and assist with special projects (equipment inventories, space tours, etc) as necessary to support rate development and negotiation.
8. Provide managerial assistance with coordinating activities related to the Defense Contract Audit Agencies (DCAA) audits of UIC’s F&A, Space, DS -2 and fringe benefits proposals including: serving as a liaison to facilitate auditing activities; providing assistance to ensure that departments respond to audit requests in the amount of time stipulated by the auditors; and initiating follow-up action with administrative officials and/or auditors as needed. 9. Create, modify, run, utilize, and maintain numerous databases, queries, and reports in support of all costing functions. Includes modifications to design of financial models and tools as needed, detailed analysis of results, and reconciliation of data to the University’s financial statements and IPEDS.

Requirements:
Candidates must possess a Bachelor’s degree in accounting, finance, business administration or a related field; CPA certification or progress towards certification preferred. Other required qualifications include: three years’ experience involving substantive accounting responsibilities; working knowledge of management principles, practices, and generally accepted accounting principles; demonstrated analytical skills to perform financial analysis of business transactions and perform complex reconciliations; knowledge of word processing and spreadsheet applications and databases; effective managerial and technical skills; ability to produce complex financial reports of professional quality and appearance that convey detailed information with clarity; strong verbal and written communications; strong interpersonal skills to establish and maintain effective working relationships; ability to multi-task and produce accurate, detail-oriented work to meet stringent deadlines; creativity in problem-solving and exercising independent judgment and discretion; and proficient computer skills including Microsoft Excel, Word, Outlook, and Internet Explorer. Working knowledge of SCT Banner Finance modules; knowledge of State of Illinois reporting requirements, database management, and experience working with higher education and/or other fund accounting systems preferred.
