For more information, go to . The Compliance Manager/Officer assists the Chief Compliance Officer in the ongoing oversight and administration of the compliance program for the Investment Advisor. This position is responsible for the design, implementation and maintenance of policies and procedures for portfolio management investment compliance and trade oversight, including pre- and post-trade compliance monitoring. This position will be located at Russell's headquarters in Tacoma, WA (relocating to Seattle, WA in Q4 2010). Preferred: Foreign currency and derivatives experience preferred, but not required. Series 7 & 24 required within six months of hire. The responsibilities of the individual in this position include:
* Develop, administer, and maintain compliance controls, policies and procedures relating to investment advisor activities, including portfolio management monitoring and trade oversight in securities and derivatives. * Resolve issues, review and follow-up on exception reports, and maintain records of compliance program activities. * Test investment compliance controls and overall program effectiveness on an ongoing basis, update and improve program as needed, and report findings as appropriate. * Advise the CCO and business partners on compliance matters relating to the advisor's business and execution of its policies and procedures. * Work on other compliance needs and priorities as they arise, including from time-to-time projects, initiatives and requirements in other areas of Russell. The successful candidate will have extensive demonstrable skills and experiences including the following:
* Bachelor's in Finance, Accounting or similar field required, Master's preferred. * CPA encouraged and Series 7, 24 and/or 66 preferred. * 7 years knowledge, understanding and experience interpreting and applying federal securities laws and regulations, primarily with an institutional investment adviser. * 7 years knowledge and experience in developing and implementing policies, procedures and controls as integral components of compliance program requirements. * 7 years knowledge and experience with the Investment Advisers Act and its rules, regulations, and industry practices. * 4 years knowledge and experience in portfolio management compliance. * 4 years strong knowledge of all types of fixed-income and equity securities, benchmarks, and sectors and industries. * 4 years knowledge and experience in trade oversight, primarily on the buy-side. * 4 years knowledge and experience in using spreadsheets, databases, and other desktop applications. * Knowledge of Charles River, Bloomberg compliance systems a strong plus. * Working knowledge of market monitors and data services (e.g. Bloomberg, Factset, etc.) . * Strong knowledge of the investment process, operations processes, and investment systems management. * Strong verbal and written communication skills required. * Must have a high level of professionalism and ability to work effectively with associates at all levels. * Strong analytical and problem solving skills required. * Proactive approach and ability to manage multiple projects at the same time required. * Ability to work effectively as an individual contributor and as part of a team and a positive attitude required.
