The Added Value Services (AVS) division is one of ADP's fastest growing. Along with housing the payroll tax operations and compliance engine for all of ADP, AVS is the entrepreneurial test-ground for ADP, featuring those "beyond payroll" services that offer clients unique opportunities to stay in compliance and improve process efficiencies, while reducing taxes and other expenses.
Compliance and Payment Services (CAPS) is the largest business within the ADP AVS division. The CAPS organization offers clients a variety of products and services to minimize compliance risk and reduce operating expenses. Comprised of more than 1900 associates, we have facilities in the U.S., Canada, and India. We provide time-saving financial and compliance-related services to over 500,000 clients!
This position is part of the CAPS Agency Relations department. Agency Relations is committed to providing the highest level of service to our business partners and ADP's clients. We will accomplish this by developing and maintaining effective relationships between ADP CAPS and all government and private authorities to whom filings and remittances are sent.

- Act as a liaison between ADP and taxing authorities to gather essential information while cultivating positive, progressive relationships.
- Handle agency concerns and inquiries. Continuous proactive outreach to agency contacts.
- Actively monitor any pending agency changes (legislation, statutory requirements, system modifications, etc.).
- Disseminate information to appropriate ADP parties through detailed written correspondence, chairing stakeholder meetings, conference calls, and internal resource documentation.
- Coordinate with affected departments to ensure that agency requirements are satisfied timely. Involve project representatives early in requirements gathering stages and actively participates in knowledge transfer meetings to ensure successful and timely implementation of changes.
- Travel as required.
Agency Relations team is responsible for compliance in all state and local agencies for payroll tax filing. Team is also heavily involved in incident resolution (negotiated out of $10M+ in penalties in FY11), greenbelt initiatives requiring agency action/negotiations, upcoming Agency Premiere Partner initiatives, communicating roughly 1500 agency notifications of changes/problems per year, and initiating and testing with agencies over 500 filing/deposit output changes per year. Team supports all SBS, MAS, NAS, TaxServices, and MasterTax client compliance. Team is continually increasing agency visits (41 last year), client and region webinars, and participation in writing Eye on Washington publications. Team negotiates for the continued validation of over 545,000 rates per year, continuous POA discussions with agencies, increasing efile collaborations and requirements gathering (efile changes are increasing roughly 10% per year), all with reduced lead-time from agencies on mandated changes (lead-time dropped 45% last year).
Qualifications Required

Education:
High school required, and college degree highly preferred or equivalent training and work experience.
Experience:
Two or more years experience with payroll taxes or equivalent industry experience. Some relationship management experience. Strong overall knowledge of tax and/or payroll processes.
Generic Skills:
Strong written and verbal communication skills. Demonstrated extensive organizational, analytical and problem-solving skills. Must be able to work in a fast-paced environment and meet critical deadlines using effective time management skills. Proven ability in building professional working partnerships. Ability to interact and influence to resolve issues.
